I think it's trying to promote a cause against eating shark fin soup by reenacting the crazy airport lady. It brings to light that going without shark fin soup is actually not a big deal. Quite a clever viral campaign imho. It really makes you think "gee... it's just shark fin soup... you can go without it..." - that's when it clicks.
